City Manager
Clint Quilter
The City Manager is responsible for the overall administration
of all City and Redevelopment Agency operations and functions.
The Manager recommends policy alternatives to the City Council
and implements those policies that are adopted by the City
Council. The City Manager will recommend alternative approaches
for both providing City services and addressing community
needs. The Manager is the primary source of information about
city government to the City’s residents.
In the capacity of Chief Financial Officer, the City Manager
is responsible for developing and submitting the City’s
Annual Budget to the City Council, and the subsequent implementation
of the financial plan as approved by the City.
The City Manager serves as the City’s Personnel Officer
and has overall responsibility for the administration of the
Personnel Rules and Regulations
The City Manager also serves as the Executive Director for
the City’s Redevelopment Agency and is the chief negotiator
for City and Agency acquisitions.
