An encroachment permit is needed when any work is performed with in the public right-of-way and public and utility easements that may cross private property. As an example, a property owner who wants to construct a new drive approach will need to obtain an encroachment permit or a property owner who needs to repair or replace their sewer lateral in the street or sidewalk area will need to obtain an encroachment permit.
