The Mello Roos Community Facilities District Act of 1982 (named after the program’s legislative authors) established another method whereby cities and other local governments can form a special, separate district to finance certain public facilities by the sale of bonds. In addition, certain public services can also be financed on a “pay as you go” basis. The City of Hollister elected to utilize Mello Roos to finance public safety (Police and Fire) facilities. Currently, there are three Mello Roos Districts in the City; Community Facilities District #1, Community Facilities District #2, and Community Facilities District #3. These districts include various properties throughout the city. The bonds that were sold to finance the public safety services and facilities in these districts are being repaid through a tax assessment on the properties listed within the district. The tax is assessed as a special tax as part of your annual property tax bill.
